It installed another Elan tab on my mouse properties page. It works like a charm! I can now disable the touchpad when I attach a USB mouse. This must be new. I tried every single possible driver on the Dell web page a few weeks ago and there was nothing. I notice the driver downloader has a date of 9th December Probably other people were complaining of this fault as well.
