You should play multiple families to make friends with the Sim you intend to reach top position in careers. I was able in this way to reach even level 10 Mayor in Politics which required 17 friends in The Sims 1. So, if something bad happens, you can always go back and try again. Teens and elders only have to get 2 promotions to reach the top of their career.
