If the goal is to copy and existing vm to a new location and use it in an activated state, I found this workable: 1. Create new vm in Virtual Box Manager. My example is named Test.
Select OS version and memory. Go to that vm file location and open the Test. We will call 6e0b4d2dafcfc2-c8bde8d17 the existing harddisk uuid. Copy your existing vm into the folder of the newly created machine. Again, assume the prior machine was also called Test and this file is Test. Open a command prompt and navigate to c:program filesoraclevirtualbox. First run this to make sure the new disk will be referenced properly.

Return to VirtualBox on Windows Hosts. Export this raw version as ova file and delete it afterwards. Start this Windows version in VirtualBox and activate it. I start Windows and the first minute it is also activated. Suddenly the activation is gone and I get the error message: Windows cannot be activated on this device because the product key has already been used on another device.

I'll only say that, clearly, your procedures are not enough to prevent Win10 from detecting a change in hardware. Also that I'd expect Win10 to look at a great deal more than the motherboard hardware ID when calculating a signature. Also, it isn't clear to me that you understand how activation works. Win10 will calculate a hardware signature. On activation it will tell the server to store the association between a product key and that hardware signature.
